Justice Walker is a native Chicagoan, admitted to practice law in Illinois and Iowa. After 14 years in a busy criminal and civil litigation practice, he was appointed Judge of the Circuit Court of Cook County, where he served in Domestic Violence, Criminal Misdemeanors, Felony Preliminary Hearings, Evictions, Juvenile Court, and the Law Division, and as Supervising Judge of the Surety Section. The Illinois Supreme Court elevated him to the Illinois Appellate Court in June 2018.

He pledged Phi Beta Sigma at the University of Illinois at Urbana-Champaign, earned a degree in Accounting, became a Certified Public Accountant, and went on to The University of Iowa College of Law, where he served on the Iowa Law Review and received the school's Humanitarian Award.

Justice Walker was admitted to the Distinguished Service Chapter of Phi Beta Sigma for extraordinary service to the fraternity and the community. That service includes preparing eighth-graders for the Algebra Exit Exam, tutoring for Upward Bound, coordinating the Positive Force Youth Foundation mentor program, coaching AAU basketball, and serving on the Rainbow PUSH Coalition and the 16th Ward Task Force. He is a past president of the Illinois Judicial Council and a faculty member of the Illinois Judicial College since 2010.

He and his family are members of Trinity United Church of Christ. He has four children, and the Daily Law Bulletin has described him as a judge who "applies restraint in the use of his power."
